There's much more good news than bad news. But bad news travels fast and commands attention. Good news is like water carving a valley or a tree gradually extending its branches. Good news is a child learning a little more each day or a business quietly prospering. We hardly notice it.

Every so often there are vivid scenes of good news -- Neil Armstrong bouncing onto the moon, revelers atop the Berlin Wall, Nelson Mandela walking out of Robben Island prison. But most of the time good news is incremental, which causes it to be taken for granted.

Not bad news. When we hear it, we sit up and ask, "What just happened?" Bad news can make us beat our fists on the table and ask where was God and how can such a terrible thing happen. Bad news is mesmerizing. We can't look away from a collapsing high-rise or an inundated coastal town. We know the meaning of a sidewalk filled with flowers and teddy bears.

Bad news is insistent. In fairness, bad news isn't all bad. It can alert us to problems that need to be addressed. But in the grand scheme of things, there's actually not that much of it . Oh, there's always enough for a front page or a?Web bulletin or a nightly newscast, although sometimes reporters have to travel to the ends of the earth to find it. Bad news has a natural advantage, however. It pulses through humanity's central nervous system -- word of mouth, the media, the Internet. Its images are riveting and its stories are dramatic. It floods the zone.

And when there's a shortage of bad news in the present, we can always turn to the future. Welcome to worry, dread, and pessimism. Sure, things seem OK now, but just over the horizon a disaster is brewing. Don't be a sap. Bad things are on the way.

They probably are. And they'll shock us and again make us wonder if life is out of control. But in this last issue of our news magazine for 202, we're looking in the rearview mirror to see how things are going, and we're finding plenty of reason for hope.

Hope helps. It keeps us going in bleak times and amid disheartening news. But hope has much more credibility when we can point to the reason for it. Asserting that we should all cheer up is sweet. Knowing why is powerful.

Here are some reasons for hope: Extreme poverty is declining. HIV is no longer a death sentence. Technology is transforming everything from African agriculture to urban transportation. Drug violence is decreasing in Mexico. Travel is safer almost everywhere. Crime rates are falling. Somalia is emerging from a long night of anarchy. Myanmar (Burma) is coming out of its dictatorial shell. And while it's true that China and Russia are only semi-free and the Egypt and other post-dictator nations may be going down ill-considered paths, water is still carving the valley. Freedom lives in 7 billion hearts.

Bad news will make headlines in 2013. But good news will quietly rule.

Badgers football: Offense was power struggle for Matt Canada, Bret Bielema

LOS ANGELES ? After 12 games as offensive coordinator for the University of Wisconsin football team, Matt Canada finally had enough.

Prior to the Big Ten Conference title game against Nebraska, Canada went in to talk to former UW coach Bret Bielema and at long last put his foot down. Sink or swim, it was time for Canada to do things his way.

Numerous UW sources said Canada's decision to stand up to Bielema was a significant factor in the offensive outburst that followed. The Badgers amassed 640 yards, including 539 on the ground, in the 70-31 victory over Nebraska on Dec. 1, sending UW to the Rose Bowl where it will face Stanford on Tuesday.

The brilliant game plan stands as a crowning achievement in Canada's 21 seasons in college coaching, but it wouldn't have happened if he had not fought for the things he believed in.

The sources for this story ? who are close to the football program and the coaching staff ? spoke on the condition of anonymity because they were told the information in confidence.

Canada was asked this week if he'd ever called a game in which everything seemed to work as well as it did against Nebraska.

"That was a special night," he said, simply. "No doubt about it."

Canada acknowledged the meeting with Bielema but downplayed its significance.

"Bret and I talked every week," Canada said. "There wasn't any clearing of the air."

But the Badgers certainly looked like a different offense in that game ? Canada's offense ? unveiling a variety of formations, trick plays and things UW had not shown all season.

Bielema, who has a defensive background, got more heavily involved in the offense after the departure of coordinator Paul Chryst after last season.

According to the sources, Bielema railed against the use of fly sweeps ? with running backs or wide receivers going in motion behind the quarterback, sometimes getting the ball or just forcing the defense to honor the edges ? and thought the Badgers should have been good enough to simply be a power running team.

But they weren't good enough, especially at the start of the season, with the departure of seven starters off the record-setting 2011 offense that averaged 44.1 points per game.

A dispute over one of the plays Canada installed for the Big Ten title game highlighted the differences between Bielema and Canada.

The play, according to the sources, was run out of the Barge formation, in which tailback James White was at quarterback and handed the ball to tailback Montee Ball on a fly sweep.

Bielema didn't like how the tight end on the play side kicked out to make a block in the alley and wanted to change the play. There was also the risk of one tailback handing off to another and, in fact, when the play was run in the game Ball slightly bobbled the handoff.

After Bielema relented and gave his consent to run the play the way Canada wanted, Ball scored the first of his three touchdowns on it, a 16-yard run around left end in which he dove for the pylon from the 4-yard line to put UW ahead 35-10.

"There's risk and reward," Canada said when asked about the play. "If we would have fumbled that and the game was close, everyone would be saying, 'You've got James White handing it to Montee Ball.' "

Bielema's more heavy-handed tactics during the season, according to the sources, included overruling some of Canada's play calls on the coaches' headset during games.

Canada didn't dismiss that directly but said he takes responsibility for all of the calls during the season.

"I would say, I called every play," he said. "There are a lot of things that go into offensive football. We all were involved. We have a great staff. We tried to do the best we could."

It has undoubtedly been a trying season for Canada, who thought he'd landed his dream job and hoped to be here for a long time ? certainly long enough for his daughter, a freshman, to finish high school in Verona.

Instead, he's uprooting his family again after one year and leaving after the Rose Bowl to become the offensive coordinator at North Carolina State.

Not only did Canada follow a popular and successful coordinator in Chryst, the offense bogged down early with issues at quarterback, an injury to the team's only threat at wide receiver in Jared Abbrederis and a rare coaching switch on the offensive line, with the firing of Mike Markuson and the promotion of graduate assistant Bart Miller.

Bielema said the 70 points against Nebraska were a sign of how much the offensive staff grew this season.

"We prepared for the Big Ten championship game just like we had all year," Bielema said in a telephone interview last weekend when asked about the meeting with Canada. "The part that really, I think, showed up in that game is we prepared with an attitude all week.

"That was something I really saw come out. Offense, defense and special teams, we practiced some things that hadn't showed up and they finally showed up in the Nebraska game, obviously, with great results."

Still, behind the scenes, it was an ongoing struggle for control of the offense, according to the sources.

Canada acknowledged one mistake he made was sticking with the things that had been successful at UW in the past for too long.

"Early on, the respect I had for what Wisconsin is and the system that was there, that was probably the biggest (failure) ? I tried to just keep doing what has always been done and we needed to do some different things," he said.

Canada started tweaking the offense as the season went along. He unveiled the Barge, with White at quarterback and extra linemen, a formation Canada had used previously. He also introduced more shifts and motions, with great success.

The Badgers averaged 16.3 points and 276 yards in the first three games, then 35.1 points and 437.7 yards over the last 10.

"I'll take all of the accountability for us maybe not getting off to the best start we could," Canada said. "It was finding the right fits, finding the right guys, certain players growing into their roles. We lost a lot of very good players. We had to find our niche. I think we did that."

Bielema denied he overruled any of Canada's calls during a game.

"I never once said, 'No, don't call that,' " Bielema said. "That's probably more coffee talk than anything. I have a great relationship with Matt. I treated Matt the same way I treated Paul.

"The part that was really fun for me was to see was Matt grow, obviously, with a very, very difficult staffing situation."

While things didn't work out as he hoped, Canada said he has no issues with his working relationship with Bielema.

"I appreciate him hiring me to come work at Wisconsin," Canada said. "No issues, no problems. Everything was good."

Canada took the heat all season for any offensive shortcomings, always accepting responsibility when things didn't work out.

One of the things Canada is proudest of was when an offensive player, whom he declined to name, thanked him for his approach to the Big Ten title game.

"Probably the proudest thing I had, one of our good players, just saying after it was over, 'Coach, I appreciate you taking every shot (and) standing behind us,' " Canada said.

"There wasn't any finger pointing throughout the year. For me personally, that's my proudest (moment), 'Coach you took every shot and didn't ever point a finger.' "

I've had sinus & allergy problems all my life; my doc 1ce told me sinus problems are common in this part of Louisiana. I've moved to Vermont a couple months ago & my sinus problems got a lot better there. I came back down to spend the holidays with my family & my sinus problems are coming back with a vengeance; I think I must of built up some kind of tolerance & I lost that by being gone for a while. My sinuses have gradually been getting worse sense I've been back. My nose is running aLOT, I'm sneezing some, my eyes are getting watery & itchy at times, I had a sinus headache for a bit yesterday with sinus pressure, I also started occasionally coughing, spitting up a little stuff & feeling a little itchy. I started taking Allegra. It helps some but the improvement only last for like 8 hours instead of lasting for 24 like it's supposed to & the amount of improvement for those 8 hours isn't huge. My doc gave me some samples of Zyrtec a few months ago when I was seeing him for something else & Zyrtec didn't help me a lot either. I've been on various other over the counter & also prescription sinus & allergy meds in the past. I don't remember getting a lot of improvement from any 2nd generation antihistamines; I don't think they are powerful enough for me. Benadryl makes me a little hyper & I don't think I get a great improvement with that either. The only meds I know that have helped me a lot were oral prescription steroid things. I'll be heading back to Vermont in another week so I think I should try another med to hold me over till then. Could anyone suggest something that isn't a 2nd generation antihistamine; perhaps a 1st gen one or an oral steroid(if there's anything like that available without a prescription) or something else Question

If you don't mind putting down your driver's license, you can get straight pseudoephedrine (or combined with loratadine/alegra) from the pharmacist, w/o a prescription; that will dry out your sinuses, but not help with the itchiness.

If you don't mind seeing a doc, try to get a referral to a rheumatologist; they might be able to get you something stronger/more focused on what your body is doing.

So for my final blog of 2012, some suggestions for making?and achieving?2013 resolutions. Naturally my advice will focus on improving your swimming?which can not only contribute to #s 1-4-5-6 in the list above, but also aid any self-improvement project.

Small is beautiful. ??The keystone of the TI Method is Kaizen, the philosophy of Continuous Improvement. Kaizen is rooted in the Taoist proverb: ?The journey of a thousand miles starts with a single step.? Kaizen is explicitly about incremental change?often so subtle you can?t sense it, yet never doubt it?pursued daily.

  • Some psychologists believe willpower is a limited resource: The more of it you require to make one change, the less you?ll have left over to make others. Or to sustain the first.
  • Researchers Teresa Amabile and Steven Kramer asked hundreds of resolvers to keep diaries. After reviewing their entries, they concluded: ?Small wins, achieved regularly, contribute much more to happiness than occasional ambitious accomplishments. The satisfaction produced by a greater achievement isn?t proportionately larger nor longer-lasting.?
  • Ambitious goals often lead to procrastination, while small ones are less daunting.

Make modest resolutions, and renew them throughout the year, rather than set ambitious goals now.

Focus on process. This is a central precept in work by George Leonard on Mastery, Mihalyi Csikszentmihaly on Flow, Anders Ericsson and colleagues on Excellence and Daniel Coyle in The Talent Code. In the simplest of swimming terms, it means stop focusing on getting to the other end and focus instead on being conscious of each stroke along the way. Before long you?ll become aware of ?consequential nanoseconds? within each stroke.

Or if you?d like to improve your 1500m time by 10 percent?say from 30 to 27 minutes, do you understand how you ?construct? your current pace? Have you sought answers to questions like these?

  • How do you pace your 1500 now ? how do the middle and final 500s compare to the first? If you slow down, why? Do you add strokes (lose Stroke Length) or lose tempo? What is the ideal way to ?construct? your goal time? What SPL and Tempo combination will produce your goal pace (per 100) . . . with the least effort?
  • Is your SPL within the range of 2 to 3 counts that are appropriate for your height or wingspan?
  • If your SPL is above that range, how much of that is due to poor balance and streamlining vs ineffective propulsion? Have you examined your stroke on video, or had it analyzed by a TI Coach?
  • Are you practicing with a Tempo Trainer? Do you know your Tempo ?Sweet Spot? ? the tempo at which you can most easily maintain an SPL that?s efficient for your height? At what Stroke Rates do your ease and efficiency break down?both when you slow or increase tempo?

With this info, you can plan 100% personalized practices that target your primary improvement opportunities in your skill makeup and in combinations of SPL and Tempo.

Embrace the imperfect.

Don?t wait for any particular condition to be fulfilled or to feel strongly motivated. Emotional states, like motivation, are too often transitory. And the supposition that you require motivation undermines action. ?The belief that you need to feel motivated, or need the perfect situation, before taking action is the biggest barrier to actually getting things done.

Imperfection is indeed, the natural state of the Human Swimmer and means we have limitless Kaizen potential.

Japanese psychologist Shomo Morita writes: ?Begin taking action now, while being neurotic or imperfect or a procrastinator or unhealthy or lazy or any other label by which you inaccurately describe yourself.?

Be happier today.

New York Times health writer Jane Brody wrote in her article Changing our Tune on Exercise? ?For decades, [we?ve been] bombarded with messages that regular exercise is necessary to lose weight, prevent serious disease and foster healthy aging. And most people say they value these goals. Yet a vast majority of Americans ? two-thirds of whom are overweight or obese ? have thus far failed to swallow the ?exercise pill.? She described new research that says people are far more likely to exercise when they anticipate it will make today a better day, than for some possible future benefit.??People who exercise for quality of life exercise more over the course of a year than those who value exercise for its health benefits.???

I ride a bike for every feasible errand between April and November, neither to be green, nor to be fit. I do it because it makes me feel 15 again (I?m 61) and because, on a bike, I can feel a breeze on my face, smell the flowers and hear birdsong?none of which happens in a car. My swimming motivation is essentially the same. While I do swim in meets and and open water races?and am a very competitive person at heart?and I hope to be mobile, agile and graceful at 85?my main reason for swimming is I feel fantastic, physically and mentally, during and after.

Final Word

Any of these precepts could be resolutions themselves. Next week I?ll share my resolutions for 2012 and how they worked out, and those I?ve set for 2013 and how I?ve been guided by these precepts in setiing ? and re-setting ? them.

Yen hits two-year low, Asian shares rise on U.S. fiscal hopes

TOKYO (Reuters) - The yen fell to its lowest level in more than two years on Friday, lifting Japanese stocks to 21-month highs on expectations of drastic monetary easing, while shares in the rest of Asia rose as Washington races to avoid a fiscal crisis.

U.S. President Barack Obama and lawmakers are launching a last round of budget talks before a New Year deadline to reach a deal or watch the economy go off a "fiscal cliff," that economists fear will push the United States back into recession and stamp out fragile signs of recovery elsewhere.

"A big issue is being made of it, but eventually they'll do something to kick the can down the road," said Steven Robinson, senior investment manager at Alleron Investment Management in Sydney.

European shares were seen flat to higher, with financial spreadbetters predicting London's FTSE 100 <.ftse>, Paris's CAC-40 <.fchi> and Frankfurt's DAX <.gdaxi> would open little changed to as much as 0.3 percent higher. U.S. stock futures suggested a steady Wall Street start. <.l><.eu><.n/>

MSCI's broadest index of Asia-Pacific shares outside Japan <.miapj0000pus> rose 0.5 percent, hovering around a near 17-month high. It has gained about 18.7 percent this year, a sharp turnaround from an 18 percent plunge in 2011.

Australian shares <.axjo> rode iron ore stocks up to finish at a 19-month high, with a recovery in battered mining shares driving the market to its strongest annual gain since 2009. Hong Kong shares <.hsi> hovered near a 17-month high with a 0.1 percent gain and Shanghai shares <.ssec> jumped 0.8 percent.

Oil prices rose on hopes the United States would resolve the fiscal cliff, easing concerns about weakening demand.

Brent crude was up 0.4 percent to $111.25 a barrel and on course to post a full-year increase of about 3.6 percent, which would be its smallest gain in four years. U.S. crude rose 0.5 percent to $91.30, set for its first yearly loss in four years.

"The U.S. fiscal cliff will continue to direct crude prices until it's resolved," said Natalie Rampono, a commodities analyst at ANZ in Melbourne.

As well as being deadline day for the fiscal cliff, December 31 is the date the federal government is set to reach its $16.4 trillion debt limit. The Treasury will have to take measures to buy time for the government to approve a rise in the debt ceiling.

A similar political stalemate over raising the federal debt limit in the summer of 2011 raised fears over a U.S. default, and prompted Standard & Poor's to strip the U.S. of its top-notch credit rating, causing turmoil in financial markets.

Asian bond issuance jumped to $133.8 billion so far this year, eclipsing the previous year's tally of $76.34 billion, as retail investors stepped up purchases of the region's corporate bond. Those bonds have returned nearly 20 percent this year, outshining Asian equities.

JAPAN REMAINS IN FOCUS

Under the leadership of Prime Minister Shinzo Abe, who took office earlier in the week, Japan is speeding up efforts to turn around its economy, battered for decades by its strong currency and persistent deflation.

A survey on Friday showed Japanese manufacturing activity contracted in December at its fastest pace in more than three years while core consumer prices fell last month and industrial output plunged 1.7 percent in November from October.

Abe's repeated calls for "unlimited" monetary easing and policies aimed at reducing the yen's strength have bolstered expectations of a sustained period of yen weakness. This has lifted the mood in Japanese stocks as a weaker yen improves earnings prospects for the country's exporters.

The benchmark Nikkei average <.n225> closed up 0.7 percent at a 21-month high, ending 2012 with the sharpest yearly gain since 2005. Japanese markets will be closed for New Year's holidays and will resume trading on January 4. <.t/>

"The Japanese equity market has turned positive, providing good sentiment for global investors, with many making money and putting the money into commodity markets such as oil market," said Tetsu Emori, a commodity fund manager at Astmax in Tokyo.

The dollar climbed to its highest since August 2010 of 86.64 yen on Friday. The yen is on track for a drop of more than 12 percent this year, its steepest since 2005. The yen also fell to a 17-month low against the euro at 114.675 yen on EBS on Thursday.

The Australian dollar hit a 20-month peak against the yen of around 89.83 yen, according to Reuters data.

The Japanese government will compile spending requests for a stimulus package on January 7 and finalize the proposal shortly thereafter as Abe tries to quickly enact his agenda of increased public works spending to boost the economy.

Lytro Who? Toshiba Developing Refocusing Camera for Phones

Lytro was the first to commercialize the idea of taking photos that you can refocus later, but now others are getting in on the concept.

Toshiba has developed a camera that also takes photos with adjustable focus, only this one can fit in a cellphone. Toshiba's camera module is small -- a square shape that measures 0.4 of an inch per side -- making it ideal as a phone camera. Packed inside it, though, are no less than 500,000 individual lenses, each just 0.001 inch in diameter.

As the initial report in Japan's The Asahi Shimbun newspaper describes, each lens captures light slightly differently than the others, which the image processor can interpret to change which subject is in focus after the fact.

The idea of a lens array with many different lenses is similar to how insects view the world. The compound eyes of a fly have hundreds of different optical units, which the fly's brain can process to give it a complete picture of its environment. Similarly, 3D cameras use two lenses (or two parts of the same lens) to capture slightly different pictures of the same scene to produce a 3D effect.

Although the concept is similar to the Lytro camera, the technology is somewhat different. The Lytro uses an elaborate single lens along with a special image sensor that can capture the direction data of light rays in addition to their color and intensity, a technology it calls light-field photography. That data is fed into a proprietary image processor to create images you can later refocus or shift perspective.

In previous interviews with Lytro executives, they told Mashable there was nothing holding back the idea of putting the technology in a cellphone. Although the company's distinctive stick-of-butter-shaped camera is relatively large, much of its size is due to the 8x optical zoom lens, which could be replaced with a much smaller one to fit in a phone.

No word on when Toshiba's camera unit will make it into phones, if ever. We've contacted the company for comment and will update the story if and when we hear back.

It includes additional illustrations and artifacts, including basic cutaways of the pyramids as well as photos of the structures.

Experts
Anyone who?s watched specials on Egyptology in recent years will be familiar with archaeologist Zawi Hawass, secretary general of Egypt?s Supreme Council of Antiquities. Dr. Hawass wrote the text for this app, as well as selecting the 40 artifacts that appear in the Objects section. They were rendered in 3D by Sandro Vannini and his team, which also spent thousands of hours photographing Giza?s monuments.

Artifacts
The artifacts are largely statues, but also include an urn, a knife, and hieroglyph-covered palettes. There?s also the reconstruction of a boat?found near the Great Pyramid?that had been dismantled into more than 1,200 pieces of wood. It?s known as the Solar Boat, as it is believed to have been built to carry the deceased pharaoh Khufu on his afterlife journey through the sky with the sun god Ra. The centerpiece, though, is the exquisite 3D rendering of the golden funeral mask of King Tutankhamun.

Customer Service: Crucial to Business Success

Whatever industry you?re in, the key to your survival is to ensure repeat business ? and one of the best ways to do that, in today?s tough climate, is to ensure that your customer service is first class.

So when you?re putting your customer service policy together, what do you need to consider?

Keep your customer services policy clear

Lay out, in plain English, the rights of the customer and the responsibilities of the customer service staff. Have a clear flowchart or protocol that your staff can follow. Revise your policy regularly, once a year at least, and more often if something unexpected happens, like an interruption to your supply chain. Have a named ?sponsor? who writes the policy and is ultimately responsible for its update.

Ask your staff

Get input from your customer service staff. They?re the people who deal with the customers on a daily basis, so they can tell you what works, what doesn?t, and what?s changing.

New technology

Make use of new technology. If your customer has given you a mobile or cell phone number or an email address, use it to keep them updated. Specify how customers can be contacted in your policy ? consider having templates for emails or texts that can be adapted quickly.

Refunds and returns

You must include details on taking returns in your customer service policy and ensure that your staff understands how much they can authorize themselves, and when it?s necessary to refer queries to a supervisor. Make sure you include timescales so customers know what they can expect.

Train your staff

Staff should become familiar with the policy when they arrive at your business, during their induction, and whenever it changes. It doesn?t have to be sophisticated or time-consuming. A quick and simple e-mail or Internet link will be enough. Think about incorporating details of other useful training, like telephone skills, problem-solving and conflict resolution ? and in your customer service policy, include details of how staff access this training. As part of your policy, have regular training sessions and updates for staff about your products or services, and any discounts or special offers available. The better your staff know your products, the more they?ll be able to help.

Make it public

Have your policy freely available for the world to see on your website, or at least a summary.

We live in a world where service is becoming increasingly impersonal, and one where loyalty is rarely rewarded, so taking time to make your customers feel as if they?re special and valued can help to increase repeat business. We also live in a world where many in positions of political leadership and power have shown they can?t be trusted. Buck the trend, and make sure your company delivers.

Taliban says US base targeted in Afghan blast

KHOST, Afghanistan --?A suicide bomber killed three people in an attack on a U.S. base in Afghanistan on Wednesday, the same base that is believed to be used by the CIA and which a suicide bomber attacked three years ago killing seven CIA employees.

The Afghan Taliban claimed responsibility for the attack in the eastern town of Khost, saying they had sent a suicide bomber driving a van packed with explosives to the base.

"The target was those who serve Americans at that base," said Taliban spokesman Zabihullah Mujahid.


Afghanistan's NATO-led force said the bomber did not get into the base nor breach its perimeter. Police said the three dead were Afghans who were outside the base, which is beside a military airport.

The al Qaida-linked Haqqani network, widely regarded as the most dangerous U.S. foe in Afghanistan, is active in Khost province, which is on the Pakistani border.

After more than a decade of war, Taliban insurgents are still able to strike strategic military targets, and launch high-profile attacks in the capital, Kabul, and elsewhere.

Three years ago, an al Qaida-linked Jordanian double-agent killed seven CIA employees and a Jordanian intelligence officer in a suicide bombing at the same base in Khost, known as Forward Operating Base Chapman.

It was the second deadliest attack in CIA history.

Afghan police official General Abdul Qasim Baqizoy, the Khost police chief, said no CIA agents were hurt on Wednesday.

Afghan authorities are scrambling to improve security across the country before the U.S. combat mission ends in 2014.

Besides pressure from the Taliban, U.S.-led NATO forces also face a rising number of so-called insider attacks, in which Afghan forces turn their weapons on Western troops they are supposed to be working with.

On Monday, an Afghan policewoman killed a U.S. police adviser at the Kabul police headquarters, raising troubling questions about the direction of the war.

It appeared to be the first time that a woman member of Afghanistan's security forces carried out such an attack.

On Tuesday, Afghan officials said the woman has an Iranian passport and moved to Afghanistan 10 years ago. There was no suggestion that Iran was involved in the attack on the American.

Officials suspect she may have been recruited by al Qaida or the Taliban, and had intended to also kill Afghan police officials.

(AP) ? The policewoman who killed an American contractor in Kabul is a native Iranian who came to Afghanistan and displayed "unstable behavior" but no known links to militants, an Interior Ministry spokesman said Tuesday.

The policewoman, identified as Sgt. Nargas, shot 49-year-old Joseph Griffin, of Mansfield, Georgia, on Monday, in the first such shooting by a woman in a spate of insider attacks by Afghans against their foreign allies. Nargas walked into a heavily-guarded compound in the heart of Kabul, confronted Griffin and gunned him down with a single pistol bullet.

The U.S-based security firm DynCorp International said on its website that Griffin was a U.S. military veteran who earlier worked with law enforcement agencies in the United States. In Kabul, he was under contract to the NATO military command to advise the Afghan police force.

Insider killings have eroded the trust between the foreign contingent and the Afghan government, just a year before most NATO troops are set to withdraw and turn security responsibility over to local forces.

The ministry spokesman, Sediq Sediqi, told a news conference that Nargas, who uses one name like many in the country, was born in Tehran, where she married an Afghan. She moved to the country 10 years ago after her husband obtained fake documents enabling her to live and work there.

A mother of four in her early 30s, she joined the police five years ago, held various positions and had a clean record, he said. Sediqi produced an Iranian passport which he said was found at her home.

"Her mental condition is not good," he said, describing her behavior as "unstable." He said that after she attended a recent training course in Egypt a "foreign government" ? a clear reference to Egypt ? informed Afghan authorities that she did not appear to be "normal."

On Monday, senior Afghan officials said the policewoman was licensed to carry the weapon into the compound and was well known there. On Tuesday, however, the chief investigator, Gen. Mohammad Zahir, told reporters that she was not authorized to carry weapons into the compound but managed to pass through security checks with a hidden pistol. Zahir said the lapse of security was also being investigated, as well as whether she had connections with foreign or local militant groups.

No militant group has claimed responsibility for the killing.

Zahir said that during interrogation, the policewoman said she had plans to kill either the Kabul governor, city police chief or Zahir himself, but when she realized that penetrating the last security cordons to reach them would be too difficult, she saw "a foreigner" and turned her weapon on him.

On Monday, NATO said that "some temporary, prudent measures" might be put into place to lessen exposure of NATO personnel to insider attacks, but the training of Afghan police would not be stopped. The NATO command had no additional comment on the case Tuesday.

There have been 60 insider attacks this year against foreign military and civilian personnel, compared to 21 in 2011. This surge presents another looming security issue as NATO prepares to pull out almost all of its forces by 2014, turning the war against the Taliban and other militant groups largely in the hands of the Afghans.

More than 50 Afghan members of the government's security forces also have died this year in attacks by their own colleagues. The Taliban claims such incidents reflect a growing popular opposition to the foreign military presence and the Kabul government.
