Feds: Proposed Hinckley release 'premature' (AP)

WASHINGTON ? A proposal to let the man who attempted to assassinate President Ronald Reagan go on weeks-long visits to his mother's home and live there eventually is "premature and ill conceived," government attorneys said Friday in a court document.

John Hinckley, who was found by a jury to be insane at the time of the 1981 shooting, has spent the last three decades largely confined to a Washington mental hospital. In recent years, however, he has been allowed increasing amounts of time outside the facility including multi-day visits with his family.

When a judge last reviewed the conditions of his confinement in 2009, he was permitted to go on a series of 10-day visits to his mother's home. According to a court document filed Friday, the hospital wants a judge to extend the visits to 17 and 24 days and then let the hospital decide if he should be allowed to live full-time at his mother's home. It was not clear, though, how soon that step might come.

"The Hospital's proposal for expanded conditions of release is premature and ill conceived," prosecutors said in a 13-page document filed late Friday in federal court in Washington.

But Hinckley's lawyer, Barry Wm. Levine, said Friday that he agrees with the hospital's proposal and there is no evidence Hinckley is a danger to himself or to others.

"Not one bit. There is no evidence of him being dangerous, not a little bit, not marginal evidence. None. And they know it," he said of prosecutors.

He said the prosecutors' court filing was "shameful fear-mongering without any factual basis." He said it was unfair to his client that the proposal by St. Elizabeths Hospital_ including all the reasons supporting more time for Hinckley outside the facility ? is confidential while the government responded in a public document. Because the hospital's proposal is confidential, Levine could not discuss its contents, but he said his client is not a danger.

"The record is replete with uninterrupted success for over two decades. There hasn't been a shred of evidence of danger as a result of mental disease. Not a shred," he said.

Prosecutors, however, opposed what they said were "sweeping expansions" of Hinckley's current privileges. They said Hinckley is "a man capable of great violence" and "still not sufficiently well to alleviate the concern that this violence may be repeated," though his mental health is better.

In addition, prosecutors said the city psychiatric hospital should not be allowed to decide independently if Hinckley can live full-time at his mother's home. They also expressed dissatisfaction with the proposed visits, saying the U.S. Secret Service would not be able to adequately monitor Hinckley during times he is allowed to be alone because they would not be given advance notice of his plans for that time.

Hinckley, who said he shot Reagan to impress actress Jodie Foster, continues to be "deceptive regarding his relationships with and interest in women," prosecutors wrote. They said that in 2009 he searched the Internet for pictures of his female dentist, later falsely claiming she had told him he could look at her personal photographs, and once feigned a toothache in order to try to see her.

Prosecutors submitted the document in preparation for a hearing scheduled in Hinckley's case for the end of November. At that time a judge will assess the proposal by St. Elizabeths Hospital that he be granted more time away from the facility.

Beginning in 2006 a judge granted Hinckley an increasing number of multi-day visits to his mother's home in Williamsburg, Va., about three hours south of Washington. In 2009, in the latest ruling, Judge Paul L. Friedman granted Hinckley 12 visits of 10 days each to his mother's home but required him either to be with her or carry a phone with a GPS device while on the visits. Hinckley was also allowed to obtain a driver's license.

The hospital and Hinckley's lawyer told Friedman in March that Hinckley had used up all of his authorized visits. The hospital submitted its proposal seeking expanded privileges in July.

Prosecutors said Friday the release plan had "numerous shortcomings."

"Although it has been thirty years since Hinckley attempted to assassinate President Reagan, the damage that he caused his victims remains," prosecutors wrote at the close of their submission to the court, adding that the Reagan family "to this day is distraught" by the shooting.

A secret service agent and police officer who were shot eventually recovered from their wounds as did Reagan, who went on to serve two terms as president. He died in 2004 at the age of 93. Reagan's press secretary, James Brady, was shot in the head and permanently disabled. He has since become an advocate for preventing gun violence.

Fox News sponsored another GOP Presidential candidate debate Thursday night, September 22nd. If I hear these phrases one more time, I think I will scream: Ponzi scheme, Obamacare, Romneycare, Dream Act, border fence, HPV virus, 9-9-9, lower taxes, debt, mandates, state rights, and big government.

How many times are they going to rehash these issues? We all know that the candidates on the stage believe in small government, lower taxes, less regulation, the Constitution, freedom, patriotism, and God. Let's move on. Boooring.

Maybe I missed it but I hardly heard the word "jobs" uttered. Just once it came up: the panel asked Newt Gingrich about extending unemployment benefits, to which he replied he supported it if there was job training involved and that he didn't believe in giving it to those who were doing nothing. Nothing? How about searching for work? Job training? For what jobs? The problem is there are no jobs out there which is why so many are unemployed. Duh.

Why were there no questions about manufacturers sending American jobs overseas? That is what has been decimating the middle class for the last 30 years. It seems businesses, big or small, can do no wrong according to the GOP.

Texas Governor Rick Perry took a lot of heat for supporting children of illegal immigrants to go to Texas state colleges. He got booed when he said it was about having a heart. Wrong answer to a political base that cheered executions and shouted yes to allowing a young man in a coma to die because he didn't have health insurance.

The party of "compassionate conservatism" has a harder time finding its heart than the tin man did before he met the Wizard.

I did get to know Herman Cain a little better and I do personally like the man. I never knew he beat liver cancer in 2006. But I have to disagree with his assessment about how if he had "Obamacare" then he would not be alive today because a bureaucrat would have gotten involved and slowed down his healing process. Firstly, it is fortunate for Mr. Cain that he is wealthy enough to afford good health insurance and get good testing and treatment. Not everyone is that lucky. Secondly, President Obama has said repeatedly that the Patient Protection and Affordable Care Act of 2010 would not change the coverage of those who are happy with the health insurance they presently have. It was passed as a way to make health insurance more affordable for all Americans.

The effects of this health care reform will not be known to the public until its main provisions takes full effect in 2012. It may actually be beneficial to most Americans. The supposed "winner" of the debate, former Governor Mitt Romney spent a lot of time running away from a good thing he did which was providing health care to most of his constituents in Massachusetts. Go figure.

Michele Bachmann has vowed to repeal all of Obamacare. This may take months or even years. Do we really need to be spending all of our time and energy undoing a potentially good thing when we should be focusing on the economy and jobs? Maybe it was bad timing of President Obama to tackle this issue when he did instead of concentrating on putting America back to work. But Bachmann and the others onstage will be making the same mistake by getting sidetracked from the number one issue facing American workers: jobs, jobs, and more jobs.

The only new interesting subject came as a YouTube video from a gay soldier who can now openly serve in the military. He asked how the candidates would handle the policy of the now defunct "don't ask, don't tell." Of course this question went to former Senator Rick Santorum (PA), the most anti-gay debater on stage (which is saying a lot.) Of course he said he would reinstate the policy of not allowing homosexuals to reveal their orientations and that the military should not be used as a "social experiment" (whatever that means) and that sex should be left out of the armed services.

Santorum's last statement is what gays and lesbians have been saying for years. A person's sexuality should not be an issue when it comes to serving your country.

So let's see. The candidates would repeal Obamacare, throw gays out of the military, spend billions to build a big border fence, support corporate welfare, end or privatize social security and medicare, give tax breaks to the wealthiest Americans, and send more troops to Iraq and Afghanistan. Now that's real progress in the opposite direction. Guess that's why they are called the opposition. Problem is it's not just boring but dangerous for the future of this country. But what do I know? I'm just a bleeding heart liberal.

Prostate Cancer Counseling Helps Couples' Sex Lives, Says Study ...

Jupiterimages/Thinkstock(HOUSTON) -- Despite improved therapies for men diagnosed with prostate cancer, most men face erection dysfunction because of nerve damage or blood flow problems.? Many also lose their desire for sex and have difficulties reaching an orgasm.

Now, a new study published online in Cancer, a peer-reviewed journal of the American Cancer Society, suggests that counseling can enhance the effectiveness of erectile dysfunction medications to help improve couples' sex lives.

Both Internet-based counseling and face-to-face therapy sessions improved the sex lives of prostate cancer survivors and their spouses, according to the study led by Leslie Schover, a psychologist and professor at the University of Texas MD Anderson Cancer Center in Houston.

"When men get these problems, they see their sexual function as how hard is my erection, and women get ignored and turned off," she said.? "And so men get distressed emotionally and feel like they are a failure."

In the study, Internet-based and face-to-face counseling focused on both partners' enjoyment when they "encountered more intimacy and less performance," said Schover.

The University of Texas study involved 115 couples. In each case, the man's prostate cancer treatment had taken place no more than two years prior to the study.? Half of the couples sought no help for three months.? The other half had three face-to-face counseling sessions or worked with an online counselor who gave feedback on the Internet.

A third group of 71 couples who lived too far to participate in face-to-face counseling was part of the Internet group.

Couples were also educated about treatment options for impotence: drugs like Viagra that increase blood flow, shots in the penis, vacuum pumps and surgical penile implants.

Each partner looked over the information on these medical interventions and rated them. The computer generated their top three choices.

Couples compared notes then agreed on a treatment option as a first step.? They were also monitored by counselors to see how well it worked and to "troubleshoot," according to Schover.

After three months, the couples who had received no counseling benefits were assigned one of the two treatment options.

Both partners in the relationship filled out questionnaires assessing their sexual function and satisfaction before counseling, after treatment, and at six months and one year later.

At the end of one year, 54 percent found effective treatments for their sexual dysfunction.? On average, the group "looked like the score of men in a community who don't have erection problems," said Schover.

Analysis: Democrats hit reset on health care (AP)

WASHINGTON ? Democrats are hitting the reset button on health care for next year's elections.

Weary of getting pounded over the new health overhaul law, President Barack Obama and his party are changing the subject to Medicare.

Obama signaled last week he's on board with the shift. His latest debt plan for Congress omitted an increase in the Medicare eligibility age, a proposal he'd put on the table in earlier discussions with House Speaker John Boehner. Gone was the consensus-seeking compromiser as Obama threatened to veto Medicare beneficiary cuts unless Congress also raises taxes on the rich.

Publicly, Republicans say bring it on. While they were nervous over the skeptical public reaction to their Medicare privatization plan this spring, they now insist they can hold their own in a debate. After all, Obama himself has publicly acknowledged Medicare is headed toward insolvency.

It's hard to see anything but the economy mattering to voters in 2012, but Medicare may be different.

It's perennially a top issue for older voters, who turn out more regularly than younger people.

Voters 60 and older have swung between Republican and Democratic candidates over the last six House elections, according to Robert Blendon, a professor at the Harvard School of Public Health who tracks public opinion on health care.

"On the Medicare side, anything that looks like a major change in the existing program would be very threatening to whichever party is identified with it," Blendon said.

In 2010, Democrats paid the price for using $500 billion in Medicare cuts to finance coverage for the uninsured under Obama's health care overhaul. Older voters saw tapping Medicare as a threat, and they helped deliver the House to Republicans.

Democrats want to return the favor in 2012, and they believe the House-passed GOP budget gives them a way.

The plan by Budget Chairman Paul Ryan, R-Wis., called for replacing Medicare for future retirees with a voucher-like payment. Current retirees ? about 48 million beneficiaries ? could still keep the Medicare they know. People now 54 and younger would use their government payment to pick from a range of regulated private insurance plans.

An analysis by the Congressional Budget Office found that within 20 years, 65-year-olds would on average be on the hook for more than two-thirds of their health care costs, almost a mirror-image of the financial split between current beneficiaries and Medicare.

As expected, the House plan went nowhere in the Democratic-led Senate.

No harm, no foul?

Not if Democrats have their way. Their message to seniors: The Ryan budget will become reality if the GOP wins the White House and full control of Congress.

"This is not a theoretical issue, it is a place where Republicans have taken votes that are very unpopular," Democratic pollster Celinda Lake said. "It would be foolish of Democrats to waffle on this issue."

The House budget would have also kept Obama's Medicare cuts, the $500 billion that Republicans accused Obama of "raiding" the program for. And it would have repealed a provision of the health care law that is starting to bring down costs for seniors with high prescription drug bills.

Republicans say they're not backing down. According to the top domestic policy expert for 2008 GOP presidential candidate John McCain, his party was right to take on Medicare, but the timing was off.

"The lesson of the House budget was that it's premature to start offering solutions when you haven't educated the American people on why you can't sustain the status quo," said economist Douglas Holtz-Eakin, now president of the American Action Forum, a conservative public policy center.

Holtz-Eakin doesn't think Republicans harmed themselves. The Medicare trustees, among other neutral parties, have provided ample evidence of the program's long-term financial problems. If Obama and the Democrats are going to criticize Republicans for offering a solution, they have to spell out a fix of their own. And those fixes almost surely would require painful cuts for beneficiaries.

"If the status quo is untenable, and it is, then (Obama) has an obligation to produce some reforms," said Holtz-Eakin. "Otherwise, he's defending something that's broken, and raiding it, to boot."

The top GOP presidential candidates have jousted with one another over who would be quicker and more effective in overturning Obama's health care law. Less clear is what they would do about Medicare.

Minnesota Rep. Michele Bachmann voted for the House budget, but she hints that as president she might make some changes to the plan.

Texas Gov. Rick Perry has been getting criticized for comparing Social Security to a Ponzi scheme. His stance on Medicare could prove just as controversial. A law he signed this year calls for the federal government to turn over Medicare and Medicaid to groups of states.

Former Massachusetts Gov. Mitt Romney praises the House GOP budget as an honest attempt to save Medicare. He says his own plan will differ but share the same objectives.

GOP candidates have the luxury now of playing to an audience of conservative primary voters, but Democratic pollster Lake says that won't last.

"Cutting Medicare is a much more dicey proposition in the general election," she said. "Medicare is popular even among the people who think it's in trouble."

NEW YORK ? Soaring gasoline prices are in the rearview mirror.

For the first time in months, retail gasoline prices have fallen below $3 a gallon in places, including parts of Michigan, Missouri and Texas. And the relief is likely to spread thanks to a sharp decline in crude-oil prices.

The national average for regular unleaded gasoline is $3.51 per gallon, down from a high of $3.98 in early May. Last week's plunge in oil prices could push the average to $3.25 per gallon by November, analysts say.

Economist Philip Verleger equates it to "a stimulus program for consumers," leaving them more money for clothes, dinners out and movies. Over a year, a 50 cents-per-gallon drop in gasoline prices would add roughly $70 billion to the U.S. economy.

Arthur De Villar, a 48-year-old safety inspector for the Federal Aviation Administration, paid $2.96 for gasoline near his home in Manchester, Mo., a suburb of St. Louis ? and he recently replaced his SUV with a four-door sedan.

With three boys at home between the ages of 11 and 14, the money De Villar saves on gas still gets spent. But it goes to the amusement park, a Cardinals baseball game or the movie theater.

"It's far better to be able to put (the money) anywhere other than in the gas tank," he says.

Prices for oil, gasoline and other commodities dove last week along with world stock markets over concerns the global economy is headed for another recession. When economies slow, demand for gasoline, diesel and jet fuel falls as drivers cut back on trips, shippers move fewer goods and vacationers stay closer to home. Oil fell to $79.85 per barrel Friday, a drop of 9 percent for the week. Oil reached a three-year high of $113.93 on April 29.

Economists caution that gasoline savings, while welcome, won't matter much to people if the worst economic fears come to pass.

"Yes it produces some relief, your bill at the gas pump goes down, but it's going down because there are worries that people won't have jobs," says James Hamilton, an economics professor at the University of California, San Diego. "The news has not been good."

And gasoline prices remain historically high. Gasoline has averaged $3.56 this year, the highest yearly average ever. Americans have cut back driving in the face of high prices, but they are likely to spend more on gasoline in 2011 than ever before ? close to $490 billion, according to Tom Kloza, chief oil analyst at the Oil Price Information Service.

Kloza says the latest drop in prices will stick around through most of the fall. And while that may only add $20 a month to a typical commuter's wallet, drivers say it matters.

Pat Wolf, 60, a retired information technology professional from East Lansing, Mich. responded with a "Holy Mackerel!" when he got a text from his wife Friday morning that said a station nearby was selling gas for $2.98 per gallon.

Wolf said prices in the area were $3.49 earlier in the week and he had no hope that they'd fall below $3. "It's one other thing in the back of your mind if you are deciding whether to buy some gizmo or other," he says.

Aureleano Duran, a house painter in Dallas, gave the cashier at a RaceTrac gas station $55 to fill up his red Dodge pickup Friday night, but the tank began to overflow before he shut off the nozzle ? at $49.21. Duran plans to sock away roughly $30 a week in gas savings. "I'm trying not to spend a lot of it," he said. Then he excused himself: "I've got to go get my change."

Gasoline prices have always varied from state to state, but the gap now is especially big. Drivers along the coasts are paying significantly more than drivers in the middle of the country, analysts say. California drivers are paying the highest average price in the lower 48 states, at $3.89 per gallon on Sunday. Missouri drivers are paying the least, $3.21 per gallon, according to AAA, OPIS and Wright Express.

Differences in state taxes explain much of the gap. Another factor is that most of the oil used by refineries on the coasts comes from overseas, making it far more expensive than oil piped to refineries in the middle of the country from places such as North Dakota and Canada. The coastal refineries must compete with the growing economies of Asia for shipments of oil.

Patrick DeHaan, senior petroleum analyst at GasBuddy.com, says that while he expects the national average to fall to between $3.25 and $3.50 between now and Thanksgiving, some areas could hit $2.50. He says prices in Lansing, Mich., and St. Louis had fallen below $3 already. A price war between filling stations near Bridge City, Texas, pushed prices to $2.62 last week.

"In some of these areas prices are collapsing," DeHaan says.

The trend could reverse, analysts say, if the world economy does not descend into recession. That's because the growth in oil demand from China and other developing nations will more than make up for falling demand in Europe and the United States.

The investment bank Goldman Sachs forecasts that oil will rise to $120 per barrel within the next six months. That's a jump of 50 percent from last week's closing price of just under $80 per barrel.

"Whatever we see gas prices falling to, it won't be the new normal. It will be a launching pad for winter and spring prices," says Kloza, from Oil Price Information Service.

Yemeni forces attack main opposition camp (Reuters)

SANAA (Reuters) ? Government forces attacked an opposition protest camp in Sanaa overnight after President Ali Abdullah Saleh returned to Yemen from a three-month absence and at least 17 protesters and soldiers were killed, witnesses and protesters said on Saturday.

Hundreds fled from the midnight raid on the "Change Square" camp and mortar and sniper fire continued through the morning.

A Reuters correspondent saw flashes of light and loud explosions in the area, the heart of an uprising where thousands have camped for eight months calling for Saleh to quit power.

Protesters said the attacking forces included the elite Republican Guard and Central Security forces. Interior Minister Muttahar al-Masri however denied that a raid took place, blaming the gunfire on "extremists."

"They were striking all night up until now. We couldn't sleep because of the firing," said a protester who gave his name as Mohammad.

"The buildings around us were shaking. Look at the chaos that Saleh's return has already caused. These thugs were encouraged by his return."

Saleh, who went to neighboring Saudi Arabia for medical treatment in June for wounds suffered in an assassination attempt, said he wanted a truce to end days of fighting in the capital. This would allow peace talks to take place, he said.

"I return to the nation carrying the dove of peace and the olive branch," Saleh was quoted as saying by state television.

At least six protesters have been killed since last night, according to a doctor at a mosque converted into a field hospital. Also killed were 11 soldiers from the First Armoured Division, led by General Ali Mohsen who defected and sided with protesters, according to a source in the generals' office.

"They're trying to take over the end of the square," said one wounded soldier from the First Armoured Division, who was in a hospital with a bandaged arm and facial wounds.

Dozens of wounded streamed into makeshift clinics. Some of the bodies were badly mangled, a medic said.

"We have one killed in a terrible way by the mortar fire -- we only have half a body," doctor Mohammed al-Qubati said at a mosque converted into a field hospital.

Protesters in the opposition encampment on the 4-km stretch of avenue they have dubbed "Change Square" said some buildings and tents were on fire and that protesters had retreated by about half a kilometer.

QUESTIONS OVER FUTURE

Saleh's reappearance raised questions over the future of the Arabian Peninsula state, which has been rocked since January by protests against his 33-year rule.

In Washington, the Obama administration called for Saleh to hand over power and arrange for a presidential election by the end of the year.

"The Yemeni people have suffered enough and deserve a path toward a better future," U.S. spokesman Jay Carney said:

Protesters escalated their marches in Sanaa this week by entering territory controlled by state forces, triggering a battle between loyalist and pro-opposition troops. About 100 protesters were killed in five days of bloodshed.

Yemen, one of the region's poorest countries, also faces a worsening insurgency by al Qaeda militants and has an uneasy truce with Shi'ite fighters in the north and separatists in the south.

Moments after the announcement of Saleh's return, Sanaa's streets erupted with bursts of gunfire and fireworks. But shelling rocked the capital's Hasaba district through the night in battles between pro-opposition and government forces.

Opponents saw Saleh's return as an attempt to rally for war and said they expected more bloodshed while his supporters reacted with joy and said he could restore order.

"I'm so excited," said Akram al-Aghbari, a doorman. "He is an honorable and great man. I know he's coming to stop this terrible violence. People here without him only know how to rule with weapons, but with him back, just you watch."

Abdulghani al-Iryani, a political analyst and co-founder of the Democratic Awakening Movement, said violence lay ahead.

"This is an ominous sign. Returning at a time like this probably signals he intends to use violence to resolve this. This is dangerous," Iryani said.

"His people will feel that they are in a stronger position and they will refuse to compromise. Basically this means the political process is dead in the water."

SIGNING NEEDED

Many Yemenis thought they had seen the last of Saleh when he flew to Saudi Arabia for medical treatment after a bomb explosion at his palace left him with severe burns.

Saleh had been involved in negotiations mediated by six Gulf Cooperation Council (GCC) states -- Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates -- to leave office, repeatedly promising to step down only to change his position at the last minute.

Two members of Saleh's General People's Congress party denied opposition statements that his return spelled the end for a Gulf-brokered power transfer plan, which could see him hand interim power to Vice President Abd-Rabbu Mansour Hadi.

"This initiative remains effective and Hadi will continue the dialogue to create a binding mechanism to implement the Gulf initiative," Yasser al-Yamani told al Jazeera television.

The foreign ministers of the GCC expressed concern about the situation during a meeting in New York on Friday, the United Arab Emirates' state news agency WAM reported.

The council condemned the use of private arms and heavy weapons against unarmed demonstrators and called for a ceasefire and an investigation into the bloodshed.

(AP) ? Under pressure from skeptical financial markets, the world's economic powers scrambled on Saturday for ways to keep Europe's debt crisis from spiraling out of control.

The continent's financial woes grabbed the attention of the policy-setting committees of the 187-nation International Monetary Fund and the World Bank during the lending institutions' annual meetings.

Treasury Secretary Timothy Geithner told the IMF panel that the debt crisis posed the most serious threat to the global economy and that failure to take bold action raised the risk of domino-style defaults by heavily indebted European countries.

He said the European Central Bank should try to ensure that governments pursuing sound reforms could get loans at affordable rates and that European banks have access to the capital they need to operate. The ECB is the central bank for the 17 nations that use the euro as a common currency.

Global financial markets plunged this week on fears of a possible default within weeks by Greece on its government debt and on worries a default would cause runs on major European banks with heavy exposure to Athens' debt.

"The threat of cascading default, bank runs and catastrophic risk must be taken off the table. Otherwise, it will undermine all other efforts, both within Europe and globally," Geithner said. "Decisions as to how to conclusively address the region's problems cannot wait until the crisis gets even more severe."

Geithner was one of a number of finance leaders demanding forceful action.

Mark Carney, the head of Canada's central bank, called for "overwhelming" the problem with a big increase in Europe's rescue fund for heavily indebted countries.

In an interview with CBC radio, Carney suggested that a European financial stability fund should be increased from 440 billion euros to 1 trillion euros. At current exchange rates, that would be the equivalent of expanding a $590 billion fund to $1.35 trillion.

"You need a big pot of money," he said.

For Christine Lagarde, who took over as head of the IMF in June, the debt crisis was a tough first test. Lagarde has warned that without strong and collective action, the world's major economies risk slipping back into recession.

To avoid that, finance officials of the Group of 20 major economies pledged on Thursday to "take all necessary actions to preserve the stability of banking systems and financial markets."

But private economists have questioned whether the plan goes far enough to deal with market concerns that a Greek default is a virtual certainty.

German Finance Minister Wolfgang Schaeuble said a second bailout package for Greece may have to be re-evaluated because of Athens' problems in fulfilling earlier financial promises.

This re-evaluation could include changing the terms of the voluntary contribution from banks and other private investors to Greece's rescue, two European officials said.

One of the officials said that Germany and other rich eurozone nations, including the Netherlands and Austria, are now pushing for an "orderly default" by Greece. That would entail losses for investors that go beyond the 21 percent cut in the face value of government bonds foreseen under the voluntary contribution. The officials spoke on condition of anonymity because of the sensitivity of the issue.

The comments underline how confidence is eroding among core eurozone countries over whether they can actually save Greece. The Greek debt is close to 160 percent of its gross domestic product and its economy looks set for a fourth straight year of recession.

Stock markets in Europe and the U.S. recouped some of their previous day's hefty losses Friday, but investors remained skeptical about whether the world's leading economies can keep the global economy from going over the cliff.

Despite the modest gains Friday, the worries are piling up for investors. The Federal Reserve warned this week that the American economy is in significant difficulty, while there were several downbeat European and Asian economic indicators.

Sung Won Sohn, an economics professor at California State University's Martin Smith School of Business said the great concern is that if Greece doesn't make further painful cuts in government spending and ends up defaulting on its debt, the shock waves will rock big banks in Europe.

He said this would cause fearful investors to sell bonds of other heavily indebted countries such as Italy and Spain, countries with much bigger economies.

"The fear in markets is that the problem will spread to bigger economies such as Spain and Italy. Europe would not have the resources to handle a crisis of that magnitude," Sohn said.

The finance officials at the Washington meeting said they believed that the 17 nations that use the common euro currency were getting the message they needed to move more quickly to reform their surveillance procedures and increase economic support.

French judges probe maker of ... - Health Nutrition and Fitness

PARIS (Reuters) ? The head and founder of France?s Servier laboratories was placed under investigation on Wednesday in a probe of the drug Mediator, which officials say has caused at least 500 deaths in France, and has sparked a public furor over drug regulation.

Jacques Servier, the company?s president, is being investigated in Paris on suspicion of dishonest practices, deception over the drug?s quality, and of falsely obtaining authorisation to sell it, said his lawyer, Herve Temime.

Five companies under the umbrella of Servier are also under investigation.

Mediator ? an anti-diabetic drug that was mostly prescribed by doctors as a weight-loss pill ? was sold to as many as 5 million people between 1976 and November 2009, when it was withdrawn, years after being pulled in Spain and Italy.

State health inspectors have said the drug should have been withdrawn in France a decade earlier.

According to the French health ministry, at least 500 people died of heart valve trouble in France due to exposure to Mediator?s active ingredient, benfluorex. Other estimates based on extrapolations put the death toll closer to 2,000.

Servier denies having misled authorities and patients. The company recognises 38 deaths linked to the drug, but says only four of these were caused by it.

Servier was ordered to post bail of 4 million euros and guarantee possession of a further 6 million euros before December 15. The companies must post 26 million euros ($36 million) with an additional guarantee of 39 million euros ($53 million).

The health scandal ? which has already prompted the resignation of the head of France?s public health agency ? is France?s worst in years.

President Nicolas Sarkozy has vowed to shake up the healthcare system and make it more transparent in response to a slew of lawsuits filed by groups of victims? families.

Questions remain as to why Mediator remained on a list of drugs that qualified for state rebates to users. One estimate found that France?s social security services spent 428 million euros ($586 million) to reimburse people who bought the drug during its last 10 years on the market.

?It?s now up to us to explain ourselves,? Temime told journalists. ?It goes without saying, but people who have been put on trial are innocent until proven guilty.?

Servier, 89, was awarded France?s national merit medal, the Legion d?Honneur, by Sarkozy ? who once served as his attorney ? less than a year before the drug was pulled.

Wednesday?s hearing was the first time Servier had appeared before a judge in the case.

In separate proceedings involving 150 civil plaintiffs, a hearing is scheduled next week in Nanterre, near Paris.

Mexico says key drug cartel figure arrested (AP)

MEXICO CITY ? The Mexican army says it has captured a key figure in the cult-like Knights Templar drug cartel that is sowing violence in western Mexico.

Brig. Gen. Edgar Luis Villegas says Saul Solis Solis was captured Monday in the western state of Michoacan, where the cartel was born. It split from La Familia, a pseudo-religious drug gang known as a major trafficker of methamphetamine.

Villegas said Tuesday that Solis is considered one of the principal lieutenants in the Knights Templar and is involved in various attacks on soldiers and federal police.

Mexico's attorney general had offered a $1.1 million reward for information leading to his capture.

Solis is a cousin of one of the gang's main alleged leaders, Enrique Plancarte Solis.

CDC reports 4 dead in cantaloupe listeria outbreak (AP)

WASHINGTON ? Four people have died in an outbreak of listeria traced to Colorado cantaloupes, the Centers for Disease Control and Prevention said Monday.

One death occurred in Colorado, one in Oklahoma and two in New Mexico. The death count could soon rise to six. Chad Smelser of the New Mexico Department of Heath said the CDC is in the process of confirming two additional deaths linked to the outbreak in his state.

The CDC said that 35 people in 10 states have been sickened in the outbreak so far. The illnesses are in California, Colorado, Illinois, Indiana, Montana, Nebraska, New Mexico, Oklahoma, Texas and West Virginia. Colorado has the most illnesses with 12 sickened, followed by Oklahoma with six and New Mexico with five.

The illnesses have been traced to fruit from Jensen Farms in Holly, Colo. The FDA said Monday that it had found listeria in samples of Jensen Farms' cantaloupe taken from a Denver-area store and on samples taken from equipment and cantaloupe at the farm's packing facility. Tests confirmed that the samples matched the strain of the disease found in those sickened.

Jensen Farms recalled its Rocky Ford-brand cantaloupes last week after the illnesses were linked to its fruit. The recalled cantaloupes were shipped from July 29 through Sept. 10 to Illinois, Wyoming, Tennessee, Utah, Texas, Colorado, Minnesota, Kansas, New Mexico, North Carolina, Missouri, Nebraska, Oklahoma, Arizona, New Jersey, New York and Pennsylvania. The FDA said it is possible the company distributed to other states as well.

Smelser of the New Mexico health department said he expects the number of ill persons to grow because the incubation period for listeria can be up to a month. Unlike many pathogens, listeria bacteria can grow at room and refrigerator temperatures. The FDA and CDC recommend anyone who may have one of the contaminated cantaloupes throw it out immediately.

About 800 cases of listeria are found in the United States each year, according to CDC, and there usually are three or four outbreaks. Most of these are traced to deli meat and soft cheeses, where listeria is most common.

Produce has rarely been the culprit, but federal investigators say they have seen more produce-related listeria illnesses in the last two years. It was found in sprouts in 2009 and celery in 2010.

While most healthy adults can consume listeria with no ill effects, it can kill the elderly and those with compromised immune systems. It is also dangerous to pregnant women because it easily passes through to the fetus. In the current outbreak, the median age of those sickened is 81.

Symptoms of listeria include fever and muscle aches, often with other gastrointestinal symptoms.
