Manning, 24, said his time in Kuwait was the lowest he felt during his entire confinement.

"I certainly made a noose," the former intelligence analyst said. "The sheet noose in particular."

When he was transferred to the brig at Quantico in July 2010, he said, he wrote on his intake form that he was "always planning and never acting" upon suicidal thoughts. He was classified a suicide risk for eight days, then was upgraded to the less-restrictive "prevention of injury" status.

Manning maintains that neither designation was appropriate because he didn't feel like hurting himself after leaving Kuwait.

Quantico commanders maintained the extra restrictions despite repeated recommendations by brig psychiatrists that they be eased. Among other things, he was given scratchy, suicide-prevention bedding. Sometimes all his possessions, including his underwear and eyeglasses, were removed from his cell.

Manning testified Friday that he stood at naked attention for morning count one day in 2011 after a guard appeared to object to his use of a blanket to cover himself. He said he had been put on "suicide risk" the previous day after making a motion as if to hit himself in the head during a heated discussion with the brig commander about his confinement.

The testimony marked the first time military prosecutors went face-to-face with Manning in court.

The researchers used established bioinformatics techniques to calculate the age of more than a million changes in single base pairs (the A-T, C-G of the genetic code) that are part of the exome or protein-coding portion of the genomes (human genetic blueprint) of 6,515 people of both European-American and African-American decent. The research was an offshoot of the National Heart, Lung and Blood Institute Exome Sequencing Project.

"The recent dramatic increase in human population size, resulting in a deluge of rare functionally important variation, has important implications for understanding and predicting current and future patterns of human disease and evolution," wrote the authors in their report.

Planetary scientists have identified water ice and unusually dark deposits within permanently shadowed areas at Mercury's north pole.

Using data collected by NASA's MESSENGER spacecraft, a team from UCLA crafted the first accurate thermal model of the solar system's innermost planet, successfully pinpointing the extremely cold regions where ice has been found on or below the surface.

The researchers say the newly discovered black deposits are a thin crust of residual organic material brought to the planet over the past several million years through impacts by water-rich asteroids and comets.

Understanding how water ice has been preserved on Mercury and where it came from may help scientists determine the conditions necessary for sustaining life on other planets.

This research, one of three MESSENGER papers published online today in the journal Science (and scheduled for upcoming print publication), sheds light on the long-standing issue of ice on Mercury. Several independent lines of evidence now reveal that the sun-scorched planet has extensive water ice deposits at its poles.

In the early 1990s, scientists were surprised to find that areas near Mercury's poles were unusually bright when observed with radar from Earth, a potential indication that ice might be present.

UCLA's David Paige, the lead author of one of the new Science papers and a self-described "professional ice finder," has studied the poles of planetary bodies in the solar system, from Mercury to Pluto.

"Mercury is the innermost planet in the solar system, and, arguably, it's among the least explored," said Paige, a professor of Earth and space sciences. "The surface of Mercury exhibits the most extreme range of temperatures of any body we know of in the solar system."

Within a single polar crater on Mercury, there are spots that reach the oven-like temperature of 500 degrees Fahrenheit within sight of areas cold enough to freeze and preserve water ice for billions of years. These "natural freezers" exist within the shadowed areas of polar-crater rims, which never experience direct sunlight due to the low angle of the sun at such high latitudes, Paige said.

Paige's team was able to use the first detailed topographic map of Mercury's north polar region produced by MESSENGER to generate an accurate thermal model of the pole. Their calculations of the planet's sub-surface temperatures are a near-perfect match to Earth-based radar observations and surface-brightness measurements made by the Mercury Laser Altimeter (MLA) instrument onboard the orbiting spacecraft.

Where their temperature model predicts water ice should be stable on the surface, the MLA nearly always measures unusually bright patches, indicative of surface ice deposits. In places where it is too warm for surface ice but cold enough for ice to exist beneath the surface, the MLA sees unusually dark material.

"This stuff we find covering the ice is darker than the rest of Mercury, which is already a really dark planet. That's amazing," Paige said. "At the very least, it means there is something out of the ordinary going on inside these permanently shadowed areas where the ice has accumulated."

The mysterious dark substance likely arrived on Mercury as part of the comets and asteroids that periodically crash into the planet, bringing water ice and a diverse cocktail of organic material, Paige said. In the searing daytime heat of Mercury, the only place water and organics can survive is within permanently shadowed craters.

But only in the very coldest areas of the permanently shadowed regions can water ice exist on the surface. In the warmer shadowed areas, the top layers of ice begin to evaporate away into space, leaving behind a layer of hardy organic molecules that are stable at higher temperatures and which turn black over time when exposed at the surface. Once the dark layer is thick enough, it protects the ice underneath, allowing a sub-surface ice deposit to survive.

"There are areas on the surface where it is too hot for ice to exist, but radar data from Earth show something bright reflecting from these areas, so we're pretty sure that there's water ice buried underneath," said co-author Matthew Siegler, a researcher at the Jet Propulsion Laboratory and a UCLA alumnus. "You need some kind of insulating layer to keep that heat from getting down to the ice."

The presence of bright ice and dark organics on Mercury's surface presents a mystery for MESSENGER researchers. Large comets and asteroids periodically impact Mercury, covering a huge swath of the planet in a layer of dirt and dust and adding further craters to the airless planet's already scarred landscape. For the water ice and black organic layers to remain exposed on Mercury's ancient surface, the deposits must have formed recently in the planet's geological history, or they must be maintained by new water brought to Mercury by smaller, more frequent impacts.

"Billions of years ago, the Earth acquired a layer of water and other volatile material that formed atmospheres, oceans and even the first organic molecules that started life," Paige said. "Understanding the origin of that material is a very important problem and is essential to finding out about the potential habitability of planetary systems around other stars."

Ellen Harju, a graduate student in the UCLA Department of Earth and Space Sciences, is a co-author of the paper.

Paige's study was published alongside two other MESSENGER papers, with colleagues David Lawrence and Greg Neumann as the lead authors. All three research discoveries were showcased today in a press conference on NASA TV.

Launched in 2004, MESSENGER became the first spacecraft to orbit Mercury in March of 2011. Previously, the closest glimpse of the planet was provided by three fly-bys by the Mariner 10 spacecraft in 1974-75. The name MESSENGER, short for MErcury Surface, Space ENvironment, GEochemistry and Ranging, was chosen to evoke the Greco-Roman messenger deity Mercury, a god of trade, merchants and travel.

Carbondale man says he aims to recall Basalt mayor

A Carbondale man has informed Basalt town officials that he will launch an attempt to recall Mayor Jacque Whitsitt for reasons he hasn't specified yet.

David Schoenberger contacted Basalt town clerk Pam Schilling via email Nov. 19 seeking advice on the legal requirements of a recall petition.

?As we discussed earlier (Nov. 19) my group is looking to initiate and follow through in obtaining the necessary valid signatures to recall our current Basalt Mayor,? Schoenberger wrote to Schilling. He wrote that his group wanted to present the recall petition to the Town Council at its Tuesday night meeting. That didn't happen.

Schoenberger's email to Schilling doesn't state reasons why he believes Whitsitt should be recalled from office. Schoenberger declined numerous requests for an interview by The Aspen Times. It couldn't be determined whether other people are working on the effort.

Whitsitt was elected mayor in April. State statute prohibits a recall effort against elected officials during their first six months in office.

Whitsitt said Tuesday that she was aware that Schoenberger had indicated to town officials that he was initiating the recall process.

?I thought it was weird mostly because I have not heard from anybody that was dissatisfied in my leadership, my platform and the governance of Basalt ? at least not to my face,? she said.

Whitsitt said Schoenberger has not contacted her with any complaints. ?I sure would like to know what his issues are,? she said.

The only substantial controversy involving the Basalt town government recently was the parting of ways with police chief Roderick O'Connor. He resigned voluntarily on Monday, according to a joint statement that O'Connor and the town government released. Scores of supporters have written letters to the editors of the Aspen newspapers in support of O'Connor. In addition, organizers of a petition expressing support for O'Connor said they gathered hundreds of signatures.

Schoenberger has no apparent connection to the petition drive showing support for O'Connor.

Schoenberger's email sought help from Schilling on ?certain important details? of the recall petition. He said his group will write the petition but wants Schilling or someone with authority to ?sign off on the document's validity so we all know that it will be valid when completed.?

The email is a public document obtained by The Aspen Times, as was Schilling's response. She told Schoenberger that nothing in the Basalt Town Code or Town Charter addresses recall elections, so state statutes apply.

?I cannot advise you on the development of a petition or any other aspect of a recall,? Schilling wrote. ?As the election official, I must remain impartial in the recall process. If you are uncomfortable with the process, it may be best to obtain the advice of an attorney.?

Schilling informed Schoenberger that he would need to gather 190 signatures to force a recall election. That is 25 percent of the votes cast in the mayoral election in April, when Whitsitt topped Glenn Rappaport 418 to 341.

Schoenberger is no stranger to politics in the upper and middle Roaring Fork Valley. He was in the thick of a battle with the Pitkin County commissioners to develop W/J Ranch in the late 1990s. Schoenberger was involved in an effort to try to recall Mick Ireland, then a county commissioner. That particular attempt failed because the recall petition wasn't properly prepared.

More recently, Schoenberger was at odds with the town of Basalt in 2010 over the license for a medical marijuana business. He was a partner in a business called Basalt Alternative Medicine. The town staff initially rejected the application for the business on various grounds. The Town Council approved a compromise that allowed Basalt Alternative Medicine temporary permission to operate in the space that previously housed a different dispensary. That dispute took place before Whitsitt's election as mayor.

Schoenberger is a former resident of Basalt, but he now lives in Carbondale. While it's not impossible for a resident of one town to get involved in the politics of another, it is unusual. Only residents of Basalt who are qualified to vote would be allowed to sign the recall petition, if one is circulated.

Whitsitt said it is too soon for her to be concerned about the recall petition process or an election. ?This whole thing is not very realistic to me at this point given that there's no petition that's known and no reasons that are known,? she said.

Gambling investigation prompts Tulsa AD leave

OKLAHOMA CITY (AP) ? Tulsa athletic director Ross Parmley was placed on paid leave Tuesday as the university investigates allegations that he may have been involved with an alleged bookie in Oklahoma City.

University President Steadman Upham issued a brief statement saying Parmley will be on paid administrative leave during the investigation. Upham didn't offer details about whether the allegations involved sports betting or other forms of gambling that may or may not be illegal in the state.

The 39-year-old Parmley was hired at Tulsa in January after serving three months as interim AD. He previously served as Tulsa's director of football operations and assistant athletic director for football, according to the school's athletic department website.

His lawyer, Derek Chance, said Parmley is cooperating with investigators.

Upham said the university's executive vice president, Kevan Buck, will be the acting athletic director while Parmley is on leave. A school spokesman declined further comment.

Parmley's name was linked last week to Teddy Mitchell of Oklahoma City, who is accused of running an illegal gambling operation. In recently unsealed court documents, Parmley is described as an "admitted gambler with Mitchell," who is awaiting trial in April.

Parmley has not been charged in the case, said Assistant U.S. Attorney Bob Troester. The prosecutor would not comment on whether Parmley may testify for prosecutors during Mitchell's trial.

Chance stressed that Parmley is not the focus of the investigation.

"I just want everyone to know that he is not a target or a subject of the investigation. But he has cooperated with federal authorities in the investigation of alleged gambling activities by Teddy Mitchell," Chance said.

The Oklahoma City-based attorney said he was trying to keep up with developments in the case. When asked if Parmley expected to testify at Mitchell's trial, Chance said: "Therein lies some of the struggle." He declined further comment.

The affidavit unsealed last week alleges that a check for $1,782 from Parmley, along with other funds, were deposited into one of Mitchell's account in late 2009.

Mitchell, 57, and his two sons are among nine people named in an 81-count federal indictment unsealed in September. All are accused of participating in an illegal gambling business that operated poker games, took sports wagers, used an illegal gambling website and laundered illegal gambling proceeds.

Mitchell, who prosecutors allege was the leader of the operation, has pleaded not guilty.

Authorities say Mitchell has been under investigation for more than two years as state and federal grand juries looked into the alleged criminal activity, as well as the November 2010 beating death of his wife, Julie Mitchell, whose body was found inside the couple's Oklahoma City home. Her death remains unsolved.

According to the NCAA website, the organization's rules "prohibit student-athletes, and athletics department, conference office, and NCAA national office employees from wagering on intercollegiate, amateur, and professional sports in which the association conducts championships."

With all the hubbub surrounding Windows Phone 8, it's easy to forget that Microsoft has another new OS in the pipeline: a refresh known as Windows Phone 7.8. One group hasn't forgotten about the update, however, and that's all the current users of Windows Phone 7.5. Now, Microsoft is issuing a reminder that, yes, the update really is coming -- just not this year. The folks in Redmond assert that they're currently working with hardware manufacturers and carriers to deploy Windows Phone 7.8 to "as many devices as possible" in early 2013. So, it seems that Christmas will come a bit later for owners of older hardware, but at least Microsoft has a New Year's resolution worth sticking to.

On the other hand, it can be an adventure if squads of local kids gather for a hockey game. It's groomed sometimes by the Milwaukee County Parks staff and regularly by neighborhood volunteers. When the park is staffed during daylight hours, the warm-up room in the basement of the pavilion offers bathrooms and benches for changing into and out of skates.

The Association of American Medical Colleges?recently released an?infographic?(.pdf) detailing the vital role that the nation?s medical schools and teaching hospitals play in the health-care system. The visual tool offers a nice overview of how medical schools and teaching hospitals work together to achieve the three missions of education, patient care and medical research. Among the statistics featured on the infographic are:

  • The nation?s nearly 400 major teaching hospitals train 80,000 resident physicians annually in primary care and other specialties
  • One in 8 physicians in the nation teach, conduct research or cares for patients as a full-time faculty member at a U.S. medical school
  • Scientists at medical schools and teaching hospitals conduct about half of all external research funded by the National Institutes of Health

(AP) ? An Austrian photo gallery says a camera used by a photographer who documented the life of artist Pablo Picasso has sold for a world record price of ?1.68 million ($2.19 million).

The Westlicht gallery says the Leica m3d belonged to David Douglas Duncan. The 96-year-old former photographer for LIFE magazine was a close friend of Picasso and published hundreds of exclusive photos of him.

Manufactured in 1955, the camera is one of four ever made, and the price is a world record for a commercially produced camera.

In a statement Monday, Westlicht says the second-highest price in the Saturday's sale was for a gold-plated Leica made in 1929, which sold for ?1.02 million ($1.3 million).

Student engagement is not independent of the type of school attended.Nor is it independent of the organisational development of the school.The school's organisational style affects the work of its teaching staff, which, in turn, has repercussions on the performance and engagement of their students.As IkerRos, the UPV/EHU researcher, has been able to verify in his PhD thesis, these factors vary when comparing public schools, subsidised schools and co-operative schools, the latter being the ones that fare best.

"The study of engagement is a subject that motivates me a lot, because I believe that a student who is engaged with his or her school is also engaged with his or her environment," says IkerRos.As a PhD holder in Psychopedagogy, he has analysed the differences in the organisational development of schools by looking at their typology and the level of engagement of their students, and highlights that the best results were achieved at the associated work co-operative school in Vitoria-Gasteiz (Basque Country). The study was carried out with students from primary and secondary school. The thesis is entitled "Desarrolloorganizacional de unacooperativa de trabajoasociado y la Implicacin de sus estudiantes y docentes" (Organisational Development of an associated work cooperative and the Engagement of its students and teaching staff) and some of his conclusions have been published recently in the Revista de Psicodidctica.

According to the results, organisational development is higher in a co-operative than in subsidised schools, and public schools come between the two."We have established highly significant statistical differences," explains Ros; "you have to bear in mind that the associated work co-operative is much more horizontal.In schools of this kind people collaborate more, and this leads to greater organisational learning.They are organisations that learn."

As far as the students are concerned, it has also been the students at a co-operative school who have displayed the greatest engagement, while those of the public schools are the most hostile. "If the biggest difference in the engagement of the workers is to be found between the co-operative and the subsidised schools, the same thing does not happen with respect to the students.The biggest difference emerges between the co-operative and the public schools, which indicates to us that work clearly needs to be done with the students attending public schools which, despite having a more similar organisational development, have less engagement," reflects Ros.

This engagement is made up of three elements:the emotional or psychological aspect, translated into the feeling of belonging to the school; the behavioural element, which is extracted from the data on student participation in teaching and extramural activities; and the cognitive element that has to do with the students' perception of academic work and future expectations."It is a subject that is of great educational importance in the Anglo-Saxon sphere and in China and Taiwan as well," stresses the author, "but studies on the subject have not yet been published here."

Ros has also detected differences with respect to the sex and age of the students.For example, engagement is greater among girls than among boys, and in both cases falls with age, above all at secondary school and sixth form levels.

In this study the author also wanted to check whether the teaching staff is the factor that most influences the students, as established by previous pieces of research.On the basis of the hypothesis that the greater the organisational development is, the greater and better the work of the teaching staff is, and consequently the greater student engagement is, Ros believes that the results leave no room for doubt."The results seem to indicate that, in actual fact, the work of the teacher and his/her engagement would need to be better considered,but this is being undermined today at a time of cutbacks," he stresses.In this respect, Ros foresees an increase in the number of associated work co-operative schools due primarily to two factors:firstly, the economic crisis, and the fall in the number of members of religious orders who are putting the management of their schools into the hands of teachers through co-operative formulas.

The research was carried out at 14 public (10) and subsidised (4) schools in the Basque Country and Catalonia in collaboration with the Autonomous University of Barcelona; and at an associatedwork co-operative school in Vitoria-Gasteiz.A total of 1,273 students between 9 and 17, and 343 teachers participated in the study.

"The study of engagement is a subject that motivates me a lot, because I believe that a student who is engaged with his or her school is also engaged with his or her environment," says IkerRos.As a PhD holder in Psychopedagogy, he has analysed the differences in the organisational development of schools by looking at their typology and the level of engagement of their students, and highlights that the best results were achieved at the associated work co-operative school in Vitoria-Gasteiz (Basque Country). The study was carried out with students from primary and secondary school. The thesis is entitled "Desarrolloorganizacional de unacooperativa de trabajoasociado y la Implicacin de sus estudiantes y docentes" (Organisational Development of an associated work cooperative and the Engagement of its students and teaching staff) and some of his conclusions have been published recently in the Revista de Psicodidctica.

The greater the organisational development, the more engagement there is

According to the results, organisational development is higher in a co-operative than in subsidised schools, and public schools come between the two."We have established highly significant statistical differences," explains Ros; "you have to bear in mind that the associated work co-operative is much more horizontal.In schools of this kind people collaborate more, and this leads to greater organisational learning.They are organisations that learn."

As far as the students are concerned, it has also been the students at a co-operative school who have displayed the greatest engagement, while those of the public schools are the most hostile. "If the biggest difference in the engagement of the workers is to be found between the co-operative and the subsidised schools, the same thing does not happen with respect to the students.The biggest difference emerges between the co-operative and the public schools, which indicates to us that work clearly needs to be done with the students attending public schools which, despite having a more similar organisational development, have less engagement," reflects Ros.

This engagement is made up of three elements:the emotional or psychological aspect, translated into the feeling of belonging to the school; the behavioural element, which is extracted from the data on student participation in teaching and extramural activities; and the cognitive element that has to do with the students' perception of academic work and future expectations."It is a subject that is of great educational importance in the Anglo-Saxon sphere and in China and Taiwan as well," stresses the author, "but studies on the subject have not yet been published here."

Ros has also detected differences with respect to the sex and age of the students.For example, engagement is greater among girls than among boys, and in both cases falls with age, above all at secondary school and sixth form levels.

In this study the author also wanted to check whether the teaching staff is the factor that most influences the students, as established by previous pieces of research.On the basis of the hypothesis that the greater the organisational development is, the greater and better the work of the teaching staff is, and consequently the greater student engagement is, Ros believes that the results leave no room for doubt."The results seem to indicate that, in actual fact, the work of the teacher and his/her engagement would need to be better considered,but this is being undermined today at a time of cutbacks," he stresses.In this respect, Ros foresees an increase in the number of associated work co-operative schools due primarily to two factors:firstly, the economic crisis, and the fall in the number of members of religious orders who are putting the management of their schools into the hands of teachers through co-operative formulas.

The research was carried out at 14 public (10) and subsidised (4) schools in the Basque Country and Catalonia in collaboration with the Autonomous University of Barcelona; and at an associatedwork co-operative school in Vitoria-Gasteiz.A total of 1,273 students between 9 and 17, and 343 teachers participated in the study.

Since September, the Currency Wars have escalated. It isn't just because of the seminal monetary events of the Federal Reserve's QE III "unlimited" and the ECB's OMT "Uncapped". It is more likely about the fact that China announced its eleventh agreement that effectively bypasses using the US dollar with China's strategic trading partners. The latest agreement with Russia places trading oil, in non-US dollars, into the spotlight. The infamous petrodollar has had its destructive profile raised.

The Petrodollar has long been the cornerstone that solidified the US dollar as the key currency reserve holding. The Petrodollar strategy is arguably more important that the Bretton Woods agreement which officially made the US dollar the world's reserve currency at the end of WW II. This is now being called into question. Minimally, it suggests a weakened requirement for holdings of the current levels of US dollars in sovereign reserve accounts.
